Sven: Whoa! Who let the fancy bird in?
Kale: That’s a familiar! Which means —
Laurel: Attention, guests!
I’m here to bring you down and lead you safely out of the building. Anyone who can’t climb without assistance, please wave and yell. Anyone who can’t wave and yell without assistance, I’ll come around and find you. Otherwise . . .
Laurel (runes): Deploy Emergency Stairs
Laurel: Please keep your arms and legs inside the balconies until the ladder growth comes to a complete stop.

…can dogs climb ladders?
How could he tell Fallon is a familiar?
Could be that Fallon is a breed of bird that is never normally seen in populated areas except when being used as a familiar. It would make sense if a high ranking (I assume) nature mage would have the rarest possible familiar they could acquire.
Or Kale recognized Fallon as A Familiar of a Mage, like Ivy would recognize Pretty Mountaineer Geirskögul’s particular Terror Bird Familiar, but couldn’t remember WHICH Mage’s familiar it is.
Could be that normal birds of same breed don’t have that bright colors. While some birds are very colorful, person who knows birds could recognize that THIS bird shouldn’t be that colorful and recognize it as familiar.
Fallon’s a secretary bird ( https://en.wikipedia.org/wiki/Secretarybird ) and looks like a standard example of the species accounting for stylization.
Could be simple deduction.
Secretary Birds are not common to the area, I assume, so if one suddenly shows up indoors at an emergency, it most likely is a familiar heralding a magical girl.
Or Kale’s vision makes the distinction between a normal animal and a familiar obvious, possibly with Niamh’s assistance. If it takes the latter, my guess is that Niamh sees the familiar like everyone else does, Kale sees something different, possibly depending on the familiar or the mage.
